FLATOW: ...for our Video Pick of the Week. Hi Flora.

LICHTMAN: Hi Ira.

FLATOW: What have you got for us?

LICHTMAN: It sounds like an April Fools' joke.

FLATOW: It does?

LICHTMAN: Yeah. And this week's video pick is a stick mystery. Why spiders don't get stuck in their own webs?

FLATOW: Yeah. That - yeah.

LICHTMAN: OK. I mean, this is the kind of thing that's kind - it just amazes me that we didn't know the answer to this. But apparently there was, you know, a study about a hundred years ago, and some people thought that maybe there was an oil on the legs of the spiders. And then other people didn't believe that and thought that the spiders just avoid the sticky parts of the web because it does - it turns out that not the whole web is sticky. I didn't know that, but just the spiral part is the only sticky part of the orb web. The structural line...

FLATOW: So the spokes are not sticky.

LICHTMAN: The spokes - right, not sticky.

FLATOW: Oh.

LICHTMAN: OK. So Bill Eberhard and colleague looked into this and found that it's a little bit different than what people had thought. First of all, spiders definitely touch the sticky part of their web all the time especially when they're constructing it. But he also found that when he looked at the leg of a spider under a dissecting microscope - and if this appeals to you, you can see this on our website - you see these tiny little hairs called setae. And what happens is when a spider touches the sticky line with this hairy leg, as it pulls away, the glue sort of drips down the hairs, and then you have very little surface area between the sticky glue and the spider. So there's not a lot of pull. And this kind of explains mostly why they - and they touch it very delicately. And then there's this one more little fact, which is my favorite part of this study, which is they wash the spider legs. They clean them off and find that they're much stickier. So they do seem to have a kind of oily substance that repels their own glue.

FLATOW: Wow. Wow.

LICHTMAN: But - it was cool.

FLATOW: Yeah.

LICHTMAN: It was a really cool study.

FLATOW: It's a - it's a cool video. It's our Video Pick of the Week up there on our website at sciencefriday.com. And you - just even seeing the spiders moving around.

LICHTMAN: Yeah.

FLATOW: It's a great video.

LICHTMAN: It's really, yeah, it's slowed down so you can see them, and they're quite big in the frame. And, you know, I haven't spent much time watching a spider construct its web, but it is really fun to watch. And apparently, this, you know, so they've solved this mystery for this type of sticky line, but, of course...

FLATOW: Of course.

LICHTMAN: ...there's another type of sticky line for which...

FLATOW: That's what keeps you happy. It's always been that feel.

LICHTMAN: It keeps us going, absolutely.

Hulu Plus updated with additional tablet support and new UI

It's been a while since we heard anything from the folks over at Hulu. Today though, they've gone ahead and updated their Android app to include support for a few more tablets in addition to switching up their user interface for the better. In total, Hulu Plus now has support for nine Android tablets, seven of which were just added today. The full supported tablet list:

In their blog post announcing the update, Hulu did mention that this is just the beginning of their Android tablet roll out and more support will be coming soon. If you're looking to get Hulu Plus on your device, the app is free to download but you will need to subscribe to their service at a cost of $7.99/mnth. They do however off a free week long trial with a cancel any time option. The update is available in the Google Play Store right now, download is past the break.

The Caribbeantales 2012 Film Festival which runs from April 10 to 15 will offer a series of workshops for filmmakers and film fans that can best be described as a smorgasbord for filmmakers.

The Workshops are part of the CARIBBEANTALES INCUBATOR SERIES: Activities aimed to help film/television professionals develop world-class content by honing their skills in the continuum from script development to distribution.

This year?s incubator comprises 5 targetted Content Labs, among them?

An opportunity for teams of filmmakers from across the region to stretch their creativity and test their skills by creating exciting, imaginative, thought-provoking and engaging films, in just 48 hours!

The challenge is open to all ? from the first time film maker or student to the veteran of 30 years.

Oxtail Soup ? gailvazoxlade.com

SIX DOLLARS for a tiny pack of oxtail! Are you frickin? kidding me? This is the part of the cow nobody even considers eating? usually. I should be getting the whole damn tail for six bucks!

Pig trotters, oxtail, cow-foot? these are dishes I grew up with. Most people would say, ?Blah!? when I talked about them. ?Tongue, how could you eat tongue.? With a little mustard, thanks.

It seems that these ?less expensive cuts? have become much more popular. Food & Drink Magazine had an oxtail and porcini mushroom soup recipe back in the autumn of 2010 and I cut it out and hung it on my fridge door for inspiration.

I finally made it for Annie?s pot-luck ? yeah, sometimes it takes a little time to find just the right occasion. ?Course, I simplified and customized it, and it came out fabulously.

If you?re of a mind to try something different and if you?re looking for a stick-to-your-ribs hearty soup full of goodness and flavour, here?s:

Gail?s Oxtail & Mushroom Soup

2-3 lbs oxtail
1 medium can tomato paste
4 carrots, cut into chunks
4 stalks celery, cut into chunks
2 large onions, cut into chunks
4 whole garlic cloves
2 tbs olive oil
? tsp salt
? tsp ground pepper
8 cups beef broth or stock
2 cups dried mushrooms
3-4 bay leaves
1 tsp dried thyme
1 cup Madeira

In a roasting pan, toss the oxtail in the tomato paste. Then add the carrots, celery, onions, garlic and drizzle with the olive oil. Sprinkle with salt and pepper. Roast for about an hour, stirring a couple of times, until the oxtail and veggies and browned.

Remove the oxtail to a separate container. Put all the rest of the contents into a soup pot or dutch oven, scraping out all the little bits. Add half the stock.

At this point either you?re going to use a hand-held blender, or you?re going to use a regular blender working in small batches, to puree all the ingredients except the oxtail. Return to soup pot.

Add the Madeira, the rest of the stock, mushrooms, bay leaves and thyme and the oxtail. Cover and let simmer for 2-3 hours, by which time the meat will be ready to fall off the bones.

Remove meat from bones. Discard bones. Add meat to soup in chunks.

Serve with crusty bread for scooping up all the goodness.

Chavez's army ally rises to fore in Venezuela

CARACAS (Reuters) - A military comrade of Hugo Chavez who was once Venezuela's president for a day has become his most powerful ally at a delicate time when the socialist leader is seeking re-election despite cancer.

The rise of Diosdado Cabello, 48, has coincided with Chavez's latest convalescence from surgery and has set tongues wagging that he could be the chosen one as successor should the president's health deteriorate.

To the envy of other senior "Chavistas", the burly army lieutenant who is second only to Chavez in the ruling Socialist Party was also named early this year as the head of parliament.

During Chavez's recent three-week absence in Cuba for the removal of a second malignant tumor, Cabello fronted government news conferences and led rallies. Then he stood proudly next to the president on the palace balcony at a weekend homecoming.

"He has taken on a protagonistic role. That was the president's intention," said one former minister and government ally, asking not to be named due to the delicate subject.

Just how protagonistic remains to be seen: Chavez frequently shuffles his top aides and eschews all talk of succession.

Yet Cabello's rise has clearly eclipsed two other heavyweights - Vice President Elias Jaua and Foreign Minister Nicolas Maduro - whom Venezuelans had last year been speculating were equally strong-looking contenders to replace Chavez.

Both are being sent to the provinces later this year to campaign for Chavez in the October 7 presidential vote and then contend state governorships. Analysts interpret that as a snub to any presidential ambitions they may have privately harbored.

"Elias carries out the day-to-day business, while Diosdado is the mover of the masses," the ex-minister added, describing Chavez's roles for them.

In public, Cabello certainly shows more charisma and more of a popular touch than other top officials, though still a long way from Chavez's own famous "connection" with the masses.

Unusually, the crowd at one recent rally ventured to cheer "Viva Diosdado!" along with "Viva Chavez!"

PRESIDENT FOR A DAY

Though many locals see Cabello as the man-in-waiting if Chavez succumbs to cancer, Cabello is the first to deny that.

"The candidate for the Bolivarian Revolution is called Hugo Chavez Frias! The only one who guarantees stability in this country is Hugo Chavez Frias!" he has bellowed over-and-over.

Skeptics say that public line belies huge anxiety within the Socialist Party about Chavez's health and future, and a nascent power struggle between the senior figures around him.

Chavez insists he is recovering from the removal of a second tumor in his pelvis, but he still needs radiation treatment. That will leave him weakened during the campaign and there are rumors that his condition is life-threatening.

Having joined Chavez's abortive military coup in 1992, served time in jail alongside him as a result, and then helped steer his successful 1998 election campaign, Cabello's star has waxed and waned during his boss's 13-year rule.

In the ministerial merry-go-round that Chavez favors to keep everybody on their toes, Cabello has served as vice president, led five ministries and had a handful of other important posts in government. His brother has also held high offices.

At some points, Chavez has none-too-subtly relegated Cabello when he seemed to be becoming too big for his boots.

One of the world's shortest-lived presidents, Cabello even held the top job for a turbulent day in 2002.

As a brief coup against Chavez collapsed, Cabello stepped in and his only act as president was to send commandos to bring Chavez back from captivity on an island naval base and restore him to power.

POWERFUL PRAGMATIST

Seen as a pragmatist rather than ideologue, Cabello has sway with the military and lawmakers plus close links to businessmen.

"But the grassroots revolutionaries don't trust him," said George Cicciarello-Maher, a U.S. university professor and author of a book on the Chavez government.

Bringing him to the fore now may be Chavez's way of covering his bases before the October 7 vote - the military could be needed if the result is disputed or there is violence on the streets - rather than necessarily positioning Cabello as his dauphin.

"They say Diosdado is the president's favorite right now, but I'm not sure. I've also heard some bad things about him, that he's a bit full of himself," said Juan Vazquez, a 26-year-old workman and Chavez supporter in the western town of Cabimas.

The opposition's presidential candidate, Henrique Capriles, humbled Cabello by beating him in a 2008 election for the Miranda state governorship. Capriles' team say they uncovered a mass of irregularities by Cabellos' outgoing administration.

"They even took the light bulbs from the office. They didn't leave a thing!" Capriles told Reuters.

Cabello denies corruption accusations and the government has been silent on allegations against him - none of which have resulted in charges being brought.

"They call us thieves, dirty, badly-dressed," Cabello told a crowd this month, denouncing the opposition's attitude to him and to "Chavistas" in general. "But they can't do anything against the dignity of the people alongside Comandante Chavez."

The president has a healthy lead over Capriles in recent opinion polls - but the surveys also show Capriles would beat any of the president's allies should they end up running instead of him.

In addition to his new high profile, the pugnacious Cabello has delighted in leading the government's attacks on Capriles, calling him "the candidate of the bourgeoisie" and joking that he was as bland as "an egg without salt."

While Chavez was recovering in hospital in Havana, Cabello also settled an old score with a state governor who had long been hostile to him, helping ensure the governor's suspension from the Socialist Party for "disobedience."

"Diosdado is on the rise and full steam ahead," said one source close to Cabello. "Although Chavez has clipped his wings in the past, now it's much more difficult."

The consensus among analysts is that Chavez will do everything he can to avoid naming a successor or alternative candidate for the October election, because he knows the government's hold on power relies largely on his own popularity.

Sometimes, an idea comes forward in Washington that actually brings together people who normally disagree. The Fisheries Investment and Regulatory Relief Act (FIRRA) of 2012 does that and more. This bipartisan bill would provide financial support to fishermen and improve management of our oceans. Restoring our depleted fish populations would create jobs, protect existing ones, and add billions to the U.S. economy.

After decades of working with some of America's leading commercial and recreational fishing groups, I've found that although we might differ on how our marine resources should be managed, we are on common ground when it comes to the need for dedicated funding for sound science and management.

On March 12, 2012, Sens. John Kerry (D-Mass.), Olympia J. Snowe (R-Maine), John D. Rockefeller (D-WV), Scott Brown (R-MA) and Sheldon Whitehouse (D-RI) introduced the FIRRA (S.2194). Reps. Barney Frank (D-MA) and Frank Guinta (R-NH) are expected to introduce a companion bill in the House. This bill would redirect approximately $100 million in existing funds from duties on imported fish products each year to key programs that are critical to sustainably managing marine resources and aiding the fishermen and communities dependent on them. And a growing chorus of voices from around the country -- including the Pew Environment Group -- is speaking up in support of this much-needed legislation.

In 2011, Pew joined 246 groups and businesses in signing a letter asking Congress to place a priority on funding for fisheries data collection in fiscal year 2012. We also met with congressional staff members and delivered photos of constituents from around the country and all walks of life, demonstrating the diversity of people who view funding for fisheries data collection and science as a good investment.

Although annual appropriations are critically important, we also need stable, dedicated funding to uphold the science and management that serve as the foundation of healthy fish populations and thriving businesses. Thanks to the foresight of key congressional leaders, we finally have the opportunity to establish such support with this legislation.

How the Investment Act Would Work

Since 1979, a portion of the duties levied on imported fish products have been transferred into the general operating account of the National Oceanic and Atmospheric Administration (NOAA) on an annual basis. The FIRRA would ensure that these funds (which the government estimates at $124 million in the upcoming fiscal year) are used for critical research, monitoring, and management programs, as well as provide valuable assistance to fishermen and their communities.

This bill would create a regionally-based grant program that would direct approximately $70 million a year to vital, regionally important projects. The eight regional fishery management councils would be responsible for identifying investment priorities and recommending grants for each region, ensuring that funds target important regional needs. The remainder of the funds would be available for NOAA to use for special fishery needs and problems, including providing disaster assistance, improving shoreside infrastructure, seafood promotion, and managing highly migratory species such as bluefin tuna.

Projects the Bill Would Fund

Under the new bill, several types of programs would be eligible for funding, among them:

Fish stock assessments and analyses, including cooperative surveys involving fishermen and scientists;

Data collection for recreational fisheries;

Testing and deployment of environmentally friendly fishing gear;

Dockside, at-sea, and electronic monitoring and reporting of catch;

Assistance to, and investments in, fishermen and their communities;

Socioeconomic research; and

Habitat restoration and protection.

In other words, the FIRRA would support the scientific research and improved management necessary to help maintain healthy oceans. It would also provide much-needed assistance to coastal communities, ultimately increasing fishing opportunities for everyone in the long run.
